Kaito's father, who died before the events of the anime.

He's not Kaito's real father, but a giver of the POG, that was assigned to observe Kaito's progress in solving puzzles. He loved Kaito as he was his own son, therefore he disobeyed the POG's orders and saved Kaito's life.
