Elma, a white-furred Wau, is an office clerk for the Galaxy Police. Seina meets her shortly after arriving at the Academy and she takes an immediate interest in him. She even moves into Amane's house while Seina is doing his training there to keep an eye on him. However, her loyalties seem to lie elsewhere, outside the Academy.

It is later revealed that she is the disguise Ryoko Balta used, to infiltrate the Galaxy Police. Other information can be found under Ryoko Balta.
