Ugachi Keigo is the leader of Goreless Peace, the local mafia gang. They claim to be protectors, while the only the thing they do is harass the people. He tries to recruit Senji to the cause, but instead sparks a strong hatred in Senji against him.

He sets fire to the orphanage that Senji visits frequently, driving Senji to come after him. In his final confrontation, it is revealed he too is a deadman, with a branch of sin that takes on the form of an spider-like web.
