The antagonist of the series. She is the president of the student council, and is the one responsible for the current hierarchy at the academy. She became the president after gambling against the former council president.

Although a refined and proper lady on the outside, Kirari acts cold and aloof toward others during personal interactions, including students, council members, and others outside of the academy.

She is also the creator of the pet system at the academy, which gives rise to bullying and sub-human conditions on students who fall into debt through gambling.

Kirari imposes life plans upon losers who lack the collateral to pay back tremendous debts, further extending the reach of the consequences of gambling poorly when the stakes are high, regardless of the indebted student's personal goals or desires.
