Kozaku Mitori is an antagonist introduced in the Daihaseisai arc of Toaru Kagaku no Railgun.

Mitori targeted Misaka Mikoto to use her potential to become a Level 6. She wanted to take down the seemingly indestructible Windowless Building.

Mitori is given the nickname "Mi-chan" by Dolly, during the time they spent at the research laboratory.
